The Ottonian empire under Otto III and Henry II, a sacral Roman-imperial monarchy governing Germany and Italy through bishops and dukes.
The Ottonian and early Salian emperors governed a Roman empire spanning Germany and northern Italy by binding the church to the crown: bishops and abbots, endowed with lands and regalian rights, served as pillars of royal administration alongside the great dukes. Imperial coronation at Rome and a sacral conception of kingship legitimized the emperor. Ducal autonomy and contested successions recurrently tested central authority.
