Augustus concentrated power behind republican forms, ending the civil wars and founding a durable monarchy and the Pax Romana.
After defeating his rivals, Octavian retained the forms of the republic while concentrating military, fiscal and electoral control as princeps. The settlement of 27 BCE and later grants of tribunician and proconsular power formalized a monarchy without a royal title. Standing legions, a professional administration and a monetary system stabilized the frontiers and the succession. An imperial cult and a program of building and literature accompanied the long internal peace known as the Pax Romana.
