A centralized highland kingdom around Lake Van, fortress-building and militarized as the northern rival of Assyria.
Centered on Tushpa by Lake Van, Urartu welded the Armenian highlands into a kingdom through fortress construction, irrigation works and a militarized administration under the god Haldi. It contested northern Mesopotamia and Syria with Assyria across generations of campaigns. Highland geography lent resilience, but sustained Assyrian pressure and later steppe incursions gradually eroded the state.
