The 1848 federal constitution created a decentralized direct democracy under armed neutrality, industrializing steadily while managing its religious and linguistic divides.
The 1848 federal constitution, revised in 1874, replaced a loose confederation with a federal state that reserved broad powers to the cantons. Instruments of direct democracy – the referendum and popular initiative – and a collegial executive distributed power widely. Armed neutrality, a militia army and consociational accommodation managed the country’s Catholic-Protestant and linguistic divisions. Steady industrialization, banking and railways brought prosperity through to 1914.
