A territory held as the personal possession of Leopold II and run for rubber and ivory extraction through quota labour enforced by an armed company force; population losses over the period are estimated in the millions.

The Berlin Conference recognised the territory as the personal possession of Leopold II rather than a Belgian colony. Rubber and ivory were extracted through quotas imposed on villages and enforced by the Force Publique, which took hostages and severed hands as proof of expended ammunition. Demographic estimates of the resulting decline vary widely and are contested, with figures commonly given in the millions. Reporting by Casement, Morel and missionary societies produced an international campaign that ended Leopold’s personal rule.
