Civil war and economic crisis radicalized a Hutu Power regime whose propaganda and militias carried out the 1994 genocide against the Tutsi.
A 1990 invasion by the Rwandan Patriotic Front opened a civil war amid economic strain from falling coffee prices and structural adjustment. Hardliners within the Hutu-dominated single-party state built militias and propaganda outlets such as RTLM that dehumanized the Tutsi minority. After the president’s aircraft was shot down in April 1994, coordinated killings by militias, army and officials killed an estimated 500,000 to a million people in about a hundred days. The RPF’s military victory ended the genocide and produced a large refugee exodus.
