Apartheid combined democratic institutions for a white minority with systematic racial exclusion and repression, ending in a negotiated multiracial democracy.
From 1948 the National Party legislated apartheid, classifying the population by race and reserving political rights, land and mobility for a white minority. Pass laws, forced removals and the bantustan system enforced segregation, while states of emergency, detentions and events such as Sharpeville and Soweto met resistance. The banned liberation movements combined internal protest with an armed and international sanctions campaign. Negotiations from 1990 dismantled the legal framework and produced universal-franchise elections in 1994.
